Where can I found a list of the steps to build websites such as the order of operations (if there is such as thing) and in particular things not to forget when I build my sites?

I am a newbie and have just started on-line with my website to earn a living but how do I promote my website online and how do I build my list, how much time is required to build a targeted list.

In an effort to consolidate a list of all those immature professionals who leave the organization without giving formal notices; is there a site where we can register as organizations and build this list, so that future employers can refer to it while recruiting people and save from pain in the future?

I have had my website for almost a year now and my list building techniques stink. I know that having a targeted email list is the best way to be able to sell your products and make money, but I just can’t seem to get it right. Right now I only have about 75 names on my email list and I only see about a .25% conversion with the emails that I send out, so I am really not making that much money. Can someone point me in the right direction for a list building technique that has worked for them? Oh yea, my website sells natural beauty products if that helps any.
